IDOA Cost Share Programs

This Partners for Conservation program (PFC), which is administered by the SWCD with funds provided from the Illinois Department of Agriculture (IDOA), provides cost share assistance and other financial incentives for the construction or adoption of projects that conserve soil and protect water quality, that reduce soil erosion and improve water quality. There is also a Water Well Decommissioning program (WDP) to safely decommission inactive water wells and help reduce the potential for groundwater pollution and the Streambank Stabilization and Restoration Program (SSRP) to assist with streambank erosion issues.

 

Some of the practices eligible for regular PFC are terraces, waterways, water and sediment control basins, dry dams, cover crops, modular block structures, pollinator plots, and no-till/strip-till.  The SWCD Board has approved a list of average costs for different aspects of these types of projects.  Once a design is created it is accompanied by a cost estimate for the project.  PFC allows SWCDs to reimburse landowners for 75% of the actual cost, not to exceed the average county cost, and not to exceed $5,000 per landowner per year for FY25 funds.  Rates for the SSRP program are different. SIGN UP FOR COST SHARE WILL BE MARCH 1-MARCH 31 2026. CONTACT THE OFFICE IF YOU WOULD LIKE YOUR POTENTIAL PROJECT PUT ON THE LIST. PROJECTS WILL BE RANKED THIS SPRING AND WORK WILL BE DONE SPRING OR FALL OF 2026.

 

Please note: As of January 1, 2010 PFC projects fall under the category of public works and are subject to prevailing wage requirements.
